Revolutional is seeking an experienced Program Manager to lead a complex portfolio of software development, system modernization, and migration initiatives supporting the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO).

The successful candidate will oversee multiple concurrent efforts spanning legacy system sustainment, application modernization, cloud adoption, data integration, and migration to next-generation platforms. This individual will serve as the primary interface between government stakeholders, technical teams, and corporate leadership while ensuring successful delivery of mission-critical capabilities in a dynamic operational environment.

This role requires a leader who has successfully maintained and enhanced legacy systems while simultaneously executing large-scale modernization and migration initiatives under government constraints. The ideal candidate possesses a strong technical foundation, exceptional communication skills, financial acumen, and the ability to lead matrixed teams across multiple workstreams.

Program Leadership & Delivery

  • Lead and manage a portfolio of concurrent software development, modernization, sustainment, and migration efforts supporting DHS ICE ERO.
  • Provide strategic oversight of program execution, staffing, financial performance, risk management, and customer satisfaction.
  • Direct matrixed teams of software engineers, architects, data engineers, cloud engineers, cybersecurity professionals, and program support personnel.
  • Establish priorities and rapidly adapt to changing mission requirements, emerging government priorities, and evolving program objectives.
  • Develop and maintain integrated program plans, schedules, staffing models, and delivery roadmaps.

Modernization & Migration Leadership

  • Lead complex legacy system modernization and migration initiatives involving cloud technologies, data migration, system integration, and application transformation.
  • Oversee environments where legacy platforms must remain operational and mission-capable while modernization activities are executed in parallel.
  • Evaluate technical, operational, and financial tradeoffs associated with migration decisions and modernization strategies.
  • Identify and mitigate dependencies, risks, and integration challenges across multiple concurrent projects and releases.
  • Ensure successful transition planning, implementation, and operational adoption of modernized capabilities.

Technical Oversight

  • Provide executive-level oversight of software development efforts leveraging technologies such as Java, AWS Cloud Services, Palantir, APIs, data platforms, and enterprise integration solutions.
  • Collaborate with technical leadership to ensure scalable, secure, and maintainable architectures.
  • Maintain awareness of data management, integration, interoperability, and system performance challenges to proactively address risks before they impact delivery.
  • Ensure development and operational activities comply with DHS security requirements and best practices for sensitive government systems.

Financial & Resource Management

  • Manage program budgets, staffing plans, subcontractor performance, and resource allocation across multiple efforts.
  • Analyze financial, staffing, and operational impacts of changing priorities and customer requests.
  • Conduct scenario planning and workforce modeling to support informed decision-making regarding staffing shifts, funding changes, and emerging requirements.
  • Drive operational efficiency while maintaining delivery quality and customer satisfaction.

Customer Engagement & Growth

  • Serve as a trusted advisor to DHS leadership and key stakeholders.
  • Build strong relationships across government and contractor organizations.
  • Identify opportunities for program expansion, follow-on work, and strategic growth.
  • Support capture, proposal, and business development activities related to program growth and mission expansion.
  • Provide executive-level briefings, status reports, and strategic recommendations to government and corporate leadership.

What You Bring (Requirements)

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field.
  • PMP, PgMP, Agile, SAFe, or equivalent program management certifications.
  • 10+ years of experience managing complex federal IT programs supporting DHS, DoD, or other civilian agencies.
  • Demonstrated experience leading software development, system modernization, and migration programs within DHS environments.
  • Experience managing multiple concurrent projects with cross-functional and matrixed teams.
  • Proven success sustaining legacy systems while simultaneously executing modernization and migration initiatives.
  • Strong understanding of software development lifecycles, Agile methodologies, cloud technologies, enterprise integrations, and data migration strategies.
  • Experience overseeing programs involving Java-based applications, AWS cloud environments, enterprise data platforms, and modern software architectures.
  • Strong understanding of risk management, dependency management, and large-scale program governance.
  • Excellent written, verbal, presentation, and executive communication skills.
  • Demonstrated financial management and workforce planning experience.
  • Ability to obtain and maintain required DHS suitability and/or security clearance requirements.

I directed delivery of the CMS Federal Data Services Hub, a secure, real-time data exchange platform enabling ACA eligibility and enrollment decisions for millions of citizens. That program required me to align 7+ federal partner agencies — including DHS, SSA, IRS, and VA — while sustaining zero-downtime operations, which is the same kind of cross-agency stakeholder interface this DHS ICE ERO program requires.

Modernizing Legacy Systems Without Disrupting the Mission

I have repeatedly led legacy modernization in environments where the platform had to remain operational and mission-capable throughout. At CMS/HHS, I led strategic modernization of the Health Plan Management System (HPMS) — aligning federal program leaders, engineering, security, and operations to transform a legacy platform into a secure, scalable, automated solution, improving Medicare plan data throughput by 70% while reducing technical debt.
